    In the Tsugaru area centering on Hirosaki, heavy rain fell over the whole area from the early morning of the 4th due to the development of cumulonimbus clouds flowing into the sky. According to data released by the Japan Meteorological Agency, at 10:02, the highest rainfall in the history of local observation was recorded at 88 mm per hour. It was a rainfall that greatly repainted the 63 mm generated on August 5, 1977 in the city.

    Roads were flooded everywhere in Hirosaki city. The Hirosaki District Fire Service Union Headquarters Security Division announced that there were 7 underfloor floods and 18 above-floor floods in the city, with no human injury. The rain settled down in the afternoon, and the heavy rain warning and storm warning were canceled at 15:40. The flood in the city was gone.

    At Ito-Yokado Hirosaki store (Ekimae-cho, Hirosaki-shi), water began to flow into the underpass from the attached Hirosaki bus terminal, so it was safe to suspend business from around 10:30 to 15:00.
