The Hirosaki National Highway Maintenance Branch Office of the Ministry of Land, Infrastructure, Transport and Tourism is currently installing snow fences on National Highway No. 7 and Tsugaru Expressway, which are managed by the Ministry of Land, Infrastructure, Transport and Tourism.

A snow fence is a facility that reduces visibility problems caused by snowstorms during the winter and ensures the safety of automobiles from storms. Snow-proof plates weighing about 13 kg will be installed one by one in a span between the columns up to a height of 3.4 to 5.2 meters. The branch office will install a snow fence with an extension of 23.8 km by December 20th.

There are more than 20 patterns of snow fences, depending on the installation location and functions. It is said that the Tsugaru dialect used in the Oku-Tsugaru area from the northwestern five districts to the Tsugaru Peninsula, where there is a lot of blizzards, does not use the name "Kaccho" at the installation site or the branch office.

Mr. Taku Noro, the director of the branch office, says, "In winter in the Tsugaru area, sudden changes in weather and road surface conditions occur. I would like to ask you to install winter tires as soon as possible."
